Windows 10 AMD GPU scaling doesn't work

I have a problem with gpu scaling on my pc. I tried to play fallout 4 on 900p to improve performance but my native monitor is full HD. So the game gets stretched (upscaled) and it looks really blurry. This is a huge problem for me since fallout 4's fps drops are driving me crazy. P.S. I tried the same thing for other games and it doesn't work. I believe it might a problem with the crimson drivers.

There are scaling mode commands/settings under "Monitor" in Crimson panel. There's also Additional settings which brings you to old style panel where you can switch EDID off.

The problem is that none of these options change anything and I have already done a clean install of the new drivers. I actually did it twice.
