Windows 10 and cpu usage

I'm not entirely sure its strictly a windows 10 problem, but there are a few processes that are causing me problems that are system32.

Here is a picture after I have booted up my computer:

You can see here I have very low cpu usage (currently have an i5 4570)

After launching what seems to be my web browsers or any game that access the internet, this happens:

The processes "System and compressed memory", "Client Server Runtime Process" start using anywhere from the amount of cpu showed here, up to 15% of my cpu each.

After closing the game or browser, their high cpu usage still persists until restarting my computer.

Is this intentional, or can I adjust something on my computer to combat these processes from using so much of my cpu? I never really noticed this problem when I was on windows 7.

On previous Windows versions, when your physical memory (RAM) becomes full, Windows uses a file on your disk called "pagefile.sys" as an extra memory and stores there pages that aren't used at the time the memory becomes full. At a later time when RAM is emptied, Windows load back these pages to RAM. This feature prevents the system from running out of memory.

I think what you are seeing is the result of CSGO using up ram and win 10 using more CPU to track the data it moved from RAM to your ssd/hdd. When Win 10 closes programs you used before, it doesn't move the data back to a hdd, it keeps it in ram in case you open it again so you get fast reaction speeds. But if you use all your ram playing a game, it has to put the program data back on hdd and may also move part of itself onto hdd to give you space... I guess it needs to track those locations.

I think the client server runtime process is how CSGO communicates with the servers, so that's understandable.

How much ram have you got? the more ram you have the less PC uses system and compressed memory, its only there as a memory management tool so if you have say 16gb it only uses it if you need all 16gb to play a game.
