This is my GTA 4 benchmark file before I installed Windows 10:

And this one is after installing Win10:

The game runs like a slideshow now, and it was fairly playable before. What happened?

Sure, the CPU usage is a problem, it is a problem because there is something bottlenecking the CPU, and that could be the graphics card.

Download GPU-Z and click on the sensors tab, and run a game.

Report back with a screenshot of the sensors tab after you ran the benchmark.

Solution
This only happens with GTA IV, every other game runs good.

Notice how it says 23 FPS. The benchmark ran worse than a slideshow.
 


Your video card is not being used, again, that might be your issue, driver stuff.
