The game runs like a slideshow now, and it was fairly playable before. What happened?

I heard something about AMD not supporting 4000 series cards with Windows 10 or something, try and see if you can install the latest drivers.

I'll try, but I suspect low CPU usage may be the problem. It's 60 percent less with 10 than with 7.

Definitely appears to be a driver related issue here.

Sure, the CPU usage is a problem, it is a problem because there is something bottlenecking the CPU, and that could be the graphics card.

Download GPU-Z and click on the sensors tab, and run a game.

Report back with a screenshot of the sensors tab after you ran the benchmark.

Your video card is not being used, again, that might be your issue, driver stuff.
