Windows 10 and/or Hardware Issues

I build a new PC about 4 months ago and it has worked flawlessly up until today. Suddenly everything feels laggy. Games seem to pause for up to half a second at a time and then jump back to where it should be. On my desktop when I mouse over icons it takes a noticeable amount of time for them to become highlighted and scrolling up and down a webpage even shudders. Looking in task manager my CPU use is hovering around 25-30% without any open programs and "Service Host: Local System" alone is taking up around 20% of that. Sorry I can't be more specific but I really can't find out what the problem is. Memory stays at 15-20% and I've installed the latest NVIDIA video drivers. CPU temps also don't seem to be an issue as they max out around 75 degrees using Intel Extreme Tuning's Stress Test. I also checked PSU voltages and they are all within acceptable ranges (12v rail showing 12.1v in Corsair Link). I also ran a quick virus scan using windows Defender and found no issues there.

i7-7700k overclocked by motherboard to 4.5 GHz
Z270X - gaming 7 (Updated BIOS to F5)
ASUS Strix GTX 1080
M.2 960 EVO 250 Gb (boot drive)
Patriot Viper 4 3600 MHz 2 x 8 GB



The only thing I think it could be is the DRAM Frequency in Link shown to be 1066 MHz.

I narrowed it down to Gigabyte's App Center causing all the trouble. I'm still not sure why or how but I was able to reinstall everything without the issue resurfacing until I installed the app center and rebooted.
