Windows 10 animations very choppy on 60 hz

My monitor's refresh rate is originally 60 hz. I had issues with how choppy Windows 10 was from the start, now I OC'd my monitor to 76 hz and everything is incredibly smooth. 60 hz on the Windows 10 desktop is like playing a game on 30 fps. Windows 8.1 was very smooth and never like this.

Are all the drivers on win 10 up to date? What display output were you using in the win 10 situation?

Everything up to date and I'm using HDMI.

Does this problem appear on other monitors and or other video outputs? (VGA, HDMI, displayport?) You could go into control panel and type in display in the search bar. Under the Display section, go to adjust screen resolution and click on advanced settings. In the advanced settings window, go to the monitor tab and click on "hide all modes that this monitor cannot display". Under the screen refresh rate, select 60 Hertz and click on apply. That might solve the choppy win 10 problem.
