With an LCD monitor, when an image is shown for a long time, the pixels used in that image don't shut off all the way like they should. Some report that shut off the monitor for a couple days can fix this, while others try alternating back and forth between black and white (some also recommend showing static). You will find some references on youtube and google.
It sounds like the old background image was burned into your monitor screen. This can happen if the monitor displays the same image for a loooong time. Even if you pull up a blank screen, you still have the ghost of an old image visible. If you got a new monitor the ghost image would go away.

any possible fixes besides buying a new monitor?

i have a LCD monitor (i don't know if that matters).
Also if i deleted the backghround image thats ''burnt into'' my monitor would it fix?
