UPDATE: It just shut down for some reason and now it is booting but still super slow
The laptop has always had problems since it was new and I don't use it for my main computer because of the PENTIUM .
When the PC boots press CTRL + Shift + ESC and then go to the performance tab and see what the HDD is running at (Percentage of use and Average Response Time)
Yeah like @James Mason said it seems more like a virus thing, use a antivirus to scan, by the way I despise Norton. @James Mason recommends https://www.malwarebytes.com/ I would also use malware bytes.
I had the same problem with my HP. Turns out it was my hard drive that was corrupt. Maybe get your hands on a different HDD and swap it out and see if it changes anything.

Yeah there are a couple things it can be. HDD and Virus seem most logic-able.
