Windows 10 black screen no mouse cursor

I just upgraded from windows 7 to windows 10 and everything went fine. It was only after I shutdown my computer that I tried booting it up it had issues. The windows 10 logo with the loading circle showed up and then a black screen showed up. Another thing thats confusing me is that my mouse and my keyboard seem not to be receiving any power when the black screen shows up. Although, my mouse and keyboard both work when I boot into the BIOS.

Try changing the usb slots and akso try to login in safe mode. Most computers allow it by hitting F8 key brfore boot screen. This seems to be a software fault. Maybe Win 10 installation had issues or one of your hardware does not support by Win 10.
