Question Windows 10 black screen with cursor

So I’ve had this problem for a while now, I’ve had to reinstall windows a few times now. When I start windows it goes to a black screen with nothing but a mouse cursor, it does it even in safe mode and I can’t open task manager either. I’ve tried keeping windows update disabled but that didn’t prevent it from eventually happening again. I tried every solution I can but nothing works. I’m reinstalling windows 10 yet again but I’m afraid it’s just going to keep happening. Does anyone know of a way I can prevent this issue from reoccurring?

Most likely corrupt installation files. WIPE the drive clean of any files. It doesn't matter how you do it but the easiest pay would be plugging it into another pc with a spare SATA and formatting it. That or use the CCleaner disk wiper tool. Both are free. Re-intall Windows 10 on using boot disk or boot USB using a different computer. Install the latest Version of the windows media creation tool on Microsoft's website.
