Windows 10 black screen with movable cursor after boot Help

I started getting black screen after boot with movable cursor that disappears and resets to the center when idle . Prior to this I overclocked my GPU clock speed, without changing voltage, and ran my games fine and after playing an hour of DOOM with the latest drivers, I had to move my PC a little bit and my desktop started to flicker and everything went black. I manually restarted and the problem started to occur. I did have an HP 1920x1080 monitor and a 1366x768 Samsung TV plugged in. I have checked my cables and I tried the blind login method. Safe mode results the same way except with "safe mode" in each corner. Any help will be nice.

Please do try these troubleshooting steps that may help.
- Start by doing a hard reboot, turn off the PC and unplug the power cable then press and hold the power button for 20 seconds then try booting it up again.
- If it will still not work, I would suggest reinstalling Windows 10 first.
- And if it will still not work after reinstalling Windows, do remove the GPU and connect the monitor directly to the motherboard and see if the same problem will persist or not.
