Question Windows 10 bootable USB stuck at loading screen (or dark blue screen)

Hello,

I've built a new system (parts list below) and decided to install Windows 10 using bootable USB. At first, I tried downloading and using the official Windows 10 bootable USB creator (which worked many times before on other systems). Then, tried using Rufus to create bootable USB with Windows 10 ISO. The problem is that USB stick shows up in BIOS and when I choose to boot from it, PC gets stuck at, either, spinning/loading circle (doesn't stop spinning) or one time it boot up in to dark blue screen, but nothing happened.

PARTS:
Motherboard: AsRock H610M-HDV M.2
CPU: i3-12100F
GPU: GTX 1660 Super
RAM: Patriot Viper 4 Blackout 2x8GB 3200Mhz
SSD: ADATA LEGEND 710 512 GB

I disabled Safe Boot and Fast Boot, also tried disabling Legacy Mode, but then my peripherals and USB stick aren't recognized.
Can anyone help me solve this issue. Is it a hardware problem or am I missing something. Thank you!
