[SOLVED] Windows 10 Build 17134 frame lags with vsync off

I have tested all my games and it really is unplayable for me when vsync is off, i get frame lags despite the stable 60fps im getting.
I have capped my fps to 60 using rivatuner and when the frame lag happens i am still sitting at 60fps.
My only workaround for this is to enable vsync which i don't like because of the input lag.

- Already turned vsync off in Nvidia Control Panel.
- Drivers up to date (this is a fresh Windows 10 install)
- Game Bar and Game DVR disabled
- Disabled fullscreen optimizations and override high dpi on all games

I never had this issue when i was still using Windows 7.

PC specs:
i7 4770
16gb ram
GTX 1060 6gb
 
Did you source the latest drivers from Nvidia's site and manually installed it on your system using an elevated command? Are you on the latest BIOS update for your motherboard? What games are we talking about? See if no caps on your frame rates changes anything.
 


416.34 is my Nvidia Driver version was just a normal installation.
Bios updated to the latest version.
Tried uncapping frame rate still the same issue.
Games tested: PUBG, For Honor, Friday the 13th, Dota 2.

Is this common to Windows 10 or am I the only one experiencing this? I was running on Windows 7 last week and never had these isssues.
