Windows 10 cant connect/ search wifi

I just bought my first laptop with Win 10 installed but here's the problem: sometimes when i connected to the wifi i get this yellow exclamation mark saying "no internet access", then when i click the wifi suddenly it cant search other network, just BLANK. Even worse when this happen, i cant click search on Cortana search box. When i go to device manager to see my network adapter status, it said "no driver are installed for this device". The only way to fix it is to restart it but then i received BSOD saying "driver power state failure". This happen all the time even after restart a lot of time, its frustating me.

My netwrok adapter: inter (r) dual band wireless #3628

Additional Notes:
1. I have free, maybe old VPN installed (could this be the issue?)
2. I have norton security
3. I live in dorm and there is a lot of wifi (room 100, room 101, room 102). The wifi is unsecured, but i know its safe cuz its school property
4. The problem happen when i:
- connected to my dorm wifi
- disconnect my dorm wifi and connect to my mobile data (takes to long to connect then Boom)
-after sleep/hibernation mode
