Windows 10 can't enter safemode

So after I installed avast, my pc froze then restarted afterwords after about a minute it will freeze it again. I tried to get it to safe mode but then as I didnthe Msconfig boot in safety mode, when it restarts it freezes then restarts to the same cycle, I tried the shift restart and still the same results freezes at the restart process black sscreen repeat. Is there anyway. I can boot into safe mode and do a recovery?

You can use the win 10 installer as a boot disc

if you don't have it, download this on another pc: win 10 media creation tool

create USB or DVD
change boot so USB or DVD first in boot order, hdd second
boot from installer
on screen after language choices, select repair this pc, not install.
what did you want to do? reset should be in top menu choices if that what you after
