Windows 10 cant initiate restart

When selecting restart from start menu PC begins process then after a blue screen saying windows is restarting a window pops up with only a button to shut off PC and just sets there until i press shut off PC. So cant use restart for some reason.

Some program got stuck shutting down most probably. You can start shutting them down one by one from Task manager and see which one it is.
Also, run this line in Command prompt: %windir%\System32\shutdown.exe -R -F -T 00
