[SOLVED] Windows 10 can't install / restarting after win10 loading circle

Hello.
I want to install a Windows 10 on my new pc build, and the first installation goes perfectly, after that, my pc is restarting on windows 10 loading circle (few circle loop and restart over and over).After that I decide to format my SSD and install again a fresh W10.I tried to remove ram sticks form a dimm to b dimm, tried with both sticks, changing usb ports, media installations, another usb's, update BIOS to newest, clear CMOS and nothing.I set boot priority in BIOS to USB, second to SSD, but windows is starting to load from usb and goes for windows 10 loading screen few circle loops and restart.

Maybe I should to try different RAM sticks or CPU cooler, but temperature of the CPU in the bios is 43C average..

CPU: Ryzen 7 1800x
RAM: PANRAM 2x8GB DDR4 2400Hz
SSD: Apacer 240GB
PSU: Corsair CS650M 650W
GPU: R9 290x 4GB DDR5
CPU Cooler: LC-CC-120

Update after few weeks..
I found a problem in local service.Its motherboard chipset and I go to buy b450 aours elite MOBO today.
