Windows 10 - Computer restarts automatically after Shut Down.

Whenever I shutdown my Windows 10 PC, or it goes to sleep, it starts back up about 3 seconds after it turns off.

The current workaround is to press the power button a few seconds after it restarts to turn it off, but that doesn't solve the sleep issue. I've tried disabling 'Fast Startup' and few other things but it hasn't helped. The recent Windows update makes it occasionally turn off properly. Any one got any ideas on how to solve this?

and see what happens.
