Windows 10 CPU slowdown/usage issue

This is a strange one. For whatever reason, whenever I have task manager closed, my computer lags, hard. Debilitating lag, can't watch youtube lag, etc. For whatever reason, when I open task manager, there is no lag at all, and for a second I see my CPU usage is pretty high, but no task besides task manager itself is visible as to cause this. I ran antivirus scans, restarted my computer, the whole deal. Recently I migrated my OS to a new SSD via cloning if that matters.
Specs:
MSI z170a MB
i5-6600k @4.0ghz
GTX 1060 6gb SSC
1 tb WD blue
500 gb Samsung 970 evo (OS on this one)

Any help is appreciated

If you ask me, Win10 is plagued by issues like this where processes eat up the CPU for no reason at all. Can you catch which process is using your cpu or does it go away before you can click over to all processes? Most recent case I had similar to this was a new install and it was due to an asus trackpad driver. I've seen HP trackpad software do the same thing. And it happens a lot with Chrome on my PC.
