Windows 10 CPU spikes

I recently installed windows 10, 2 days ago and I am experiencing cpu spikes up to 100%. All my drivers are up to date and I have scanned my system many times with Web Root Antivirus. Any help is appreciated

open task manager, highlight the CPU usage column so its showing whats using CPU at time, and leave it open so when a spike occurs, you can see what process is using it all.

was this an upgrade or fresh install?
