Windows 10 Crash and Background Now Black

I was uploading some movies from my portable HDD to my parents PC when I had a system crash. The portable HDD has a directory with about 1200 movies and I sorted the files by date. I also sorted the files on the PC HDD by date. Sorting them by date allows me to see what films I need to add.

Given the size of both directories, the PC ran out of memory and crashed. An error message popped up saying the system ran out of memory.

When I booted back into the PC, the background is now black and cannot be changed. I also noticed that in settings/system/about in the processor's section shows (0 processors).

For the life of me I cant figure out what I need to do to fix it and I would like to avoid resetting windows if I can.

Here are system specs:

i5 6500
16gb Crucial Ballistix Sport
MSI mobo (I cant remember the model, but it is mITX H170 - it may be PC Mate)
Pico PSU

The rig is just a home theater PC running plex, hence the 1200 movies. Any ideas will be greatly appreciated.

Have you done a restart?
do all devices appear in device manager?

Can try safe mode though I am not sure what it will achieve...

from desktop, go to settings/update & security/recovery
under advanced startup, click restart now button
this should load a blue menu
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode

out of memory errors shouldn't effect PC like this after a restart.

Solution
Sorry for the delayed response. I finally fixed it. I did go into safe mode and uninstalled the display drivers and then reinstalled them. After the restart the background was back to normal

But in the "About" it still shows (0 processors). But the machine is running fine, so I am not going to worry about it.
