Windows 10 crashes during booting (sometimes)

Greetings!!
I have a Windows 10 laptop. Well actually a low end laptop. It crashes sometimes during booting. During the crashes I see 0% disk activity(there's a disk activity light) but, if I leave the laptop for 15 mins it boots.(NOTE: The crashes occur only sometimes). I have tried many OS (Win-XP,7,8.1,10). It occurs only on Windows 8,8.1,10. I googled about it and found the solutions that there's an option to disable quick boot. I tried it but it seems like it didn't work.
Any help would be greatly appreciated.

That would leads most to think that you're not supposed to be on Windows 8/8.1/10 due to driver incompatibility. Then again it's an assumption since we don't know the make and model of your laptop.

Have you ruled out corrupt installer by recreating it with Windows Media Creation tool?
