Specs: i5-7400, RX580 8gb, 16gb g.skill ripjaws ddr4, MSI H270M Mortar Artic, corsair cx650m

I recently upgraded the motherboard in my PC from an oem HP board to the mortar artic, and after this install my PC began to restart after about 5 minutes being under load. I did a fresh install of windows, updated drivers, ran stress tests on my CPU and GPU both together and separate, neither reaching degrees higher than 60 Celsius, I also ran a windows memory test on the RAM with no errors.

Other useful info: I do not have all my case fans plugged in because their LEDs blink if all 4 are plugged in at once, and I bought the cx650m used on craigslist. These two things make me think it is a power delivery issue, along with all the other testing I have gone through.

The "load" = any game! I can watch youtube for hours without issues, but If I load CSGO, Car mechanic simulator or any other games in my steam library they will run for about 5 minutes and then my screens lose video output and the PC reboots.

Solution
The memory looks good. You do need to enable the Intel XMP Extreme Memory Profile in the BIOS.

Are you using some kind of HP OEM case? If so, poor cooling may cause the motherboard to overheat. The used power supply may also have been someone else's problem. You might try borrowing another power supply to test the system.
