What are the minimum programs I can run on Windows 10 for it to work at full functionality (such as the start menu and the desktop) And how do I have only those programs start up when I turn on my PC?

Solution
Look at the Startup tab in Task Manager. You can right-click and disable programs there, but I wouldn't disable anything there I didn't recognize. The best thing you can do is to make sure you have enough RAM (8 GB in most cases). If you want it even faster, put Windows on an SSD.

Good luck.
