I've been looking for over a week now and can't seem to find a solution to my problem with this.

I recently upgraded my CPU, motherboard, and SSD. This issue did not occur before the upgrades.

System Specs:
CPU: Ryzen 7 3800x
MoBo: Asus ROG Crossfire Hero VII X570 (Wi-Fi)
Memory: G.Skill Tridentz RGB 2x8GB 2400mhz
Storage: Samsung 970 EVO 1TB
GPU: EVGA GTX 1070
Monitor 1: 1440p @ 144hz
Monitor 2: 1080p @ 60hz

After 1-2 hours of operation my computer begins to stutter.

•The stutter is both visual and audio stuttering.
•It happens under any application use, wether I am playing a game, browsing my desktop, browsing the internet, etc.
•It continues until my computer is restarted.
•When attempting to shutdown/restart my computer will freeze on a black screen after the windows shutdown icon and my PC will remained "on" until I perform a hard shutdown on it.

•While playing a game, the FPS I am getting during the stuttering is identical to when the stuttering is not occuring.

This issue exists on a clean install of Windows 10.
All of my drivers are up to date.
Temps are fine.
I've checked my task manager before/during the stuttering, hadn't noticed any kind of performance hinderance occuring.

I can provide a dxdiag if it would help.
