Windows 10 doesn’t detect usb 2.0 ports at all, while motherboard does.

My system specs:
Windows 10 pro
MSI B350M Mortar Arctic M-atx motherboard
16gbs DDR4 2400 G.Skills Ripjaw
Asus GTX 1060 06G-6GB
AMD Ryzen 7 1700
EVGA 600W Power Supply

When I plugged in my USB 2.0 joystick into a USB 3.0 port, it recognized the USB 2.0 and told me to move it to USB 2.0. When I did Windows didn’t react at all. I checked device manager for the joystick, and couldn’t find it. Then I looked for the USB port itself in device manager, Windows saw and recognized my 3.0 ports, but the 2.0 ports were not there. I went to the BIOS and the motherboard was detecting the port, and even had the name of the joystick(Logitech Attack 3). To double check that it wasn’t the joystick, I plugged my old USB 2.0 webcam in, and windows wasn’t detecting that either. All of the other I/O ports on the motherboard function fine, it is only the USB 2.0 ports.
