Question windows 10 doesn't detect correct display resolution

My display regulation is 1920x1080. But windows 10 highest showing 1600x900. I tried driver uninstall and reinstall from display adapter, nothing changed. Tried Custom Resolution Utility but screen is slightly bouncing.

How is your monitor connected to the computer? Windows only knows what the monitor reports and a bad cable or dodgy adapter/s will interfere with this.

Monitor is connected with new VGA cable. I first thought of cable problem that's why I bought two. None of this solves.
