[SOLVED] Windows 10 download from USB seems to be frozen (Newly built PC)

So I helped a friend build his first PC. Everything seems to be working fine so far. But when we went to download windows 10 (from a USB drive hard drive by windows). We downloaded it using the bios and the loading bar filled almost all the way in except for a tiny bit at the end within a few minutes. It has now been over 20 hours and that tiny unfilled bit hasn't finished loading. Is this cus of the USB itself or the computer. There are no lights on the motherboard that are pointing to any issues. Help would be greatly appreciated.

Solution
We have solved the issue, we took the risk of turning the PC off and back on again and it froze again for a few seconds then the windows logo popped up and we were brought to the setup screen asking for the preferred language for windows and all that stuff. As of right now, windows is downloading. So hopefully everything continues to download
