Windows 10 Flickering and Stuttering

Im running into an issue with my PC.
So basically when im running on windows 7 pc works fine and everything.Yet when i decided to go to win 10, when i should get into desktop i get wierd flickering and stutter and i need to reset the pc which doesnt fix the problem. I found out when i go to safe mode and then i reset the pc to go back to normal it works fine, but after i restart or turn off pc the problem is back. Temperatures in pc are fine and i assume parts are fine

Check Device Manager to see if there's a ? or ! next to one of your devices, especially your Display adapter.

Nope, everything is fine and i managed to install geforce experience and update my 750ti driver. When i used my other motherboard, asrock 990fx extreme 9 it worked fine on there. But on win 7 it works fine on other motherboard aswell
