Windows 10 for new PC Build?

I want to build a new gaming PC. I know that my hardware is windows 8.1 compatible, but with the release of windows 10, will it work with my rig? Would it be smarter to buy windows 8.1 then upgrade or just buy Windows 10 and install it? I have the parts list here: https://pcpartpicker.com/user/noah.hefner/saved/

Yes. I think the r9 380 supports dx12 so you should get more performance in win 10 than in win 8.1/7
