No, consumer upgrades are NOT possible, you must show an actual need for accessibility features to qualify. If you don't actually use the features, it's akin to fraud (an actual crime)

And that extension applies to you? No, it does not.

Microsoft has all sorts of different categories of licensing. Just because this one exists for one group of people does not mean it exists for everyone.
