[SOLVED] Windows 10 freezes and restarts during startup

Solution
Based on the Reliability History I would very much suspect a power problem.

And if the PSU has been replaced and the problem continues then the problem could be a power connector/cable.

Take a close look at the power connections to the motherboard using a bright flashlight and magnifying glass. Look for signs of damage or burning.

As for bottleneck: Think of the computer's components as a road over which traffic (your games and apps) is flowing. If one of the computer's components (CPU, GPU, Memory, Disk Drive, Network) is too "small" for the traffic it causes a traffic jam. Much like the neck of a bottle impedes the bottle's contents from flowing out.

For example, Borderlands may be filling up memory and not releasing...

How old is that Cosair PSU? Is the computer used for heavy gaming?

Update your post to include full system hardware specs.

Has the computer ever been opened for cleaning and maintenance: i.e., reseat all cards, cables, RAM, jumpers.

Blow out dust, debris, hair, paper scraps, dead bugs, etc..

My PSU is 3-4 years old. I use it to play some games don't know if I can call it heavy gaming.

I recently changed my old hardware (two weeks ago) so yeah I opened and cleaned the case before installing the new hardware. So everything is new except PSU, RAM and HDD. I'm waiting for new RAM to arrive.

Reopen the case and verify that all cards, cables, RAM etc. are fully and firmly seated.

Do you have a multimeter and know how to use it? If not, find a family member or friend to help you.

Not a full test as the measurements are not taken under load. However if one or more voltages are out of spec then the PSU is suspect.
I checked PSU and its normal. I only connected 8pin cpu before. Today I connected the extra 4 pin that comes with new motherboards and I'll see if it will fix the problem.

Update: still same issue. I'm lost guys.

Look for any error codes or warnings that are logged just after you quit Borderlands 3.

Another thing you can do is use either Task Manager or Resource Monitor to observe system performance.

First while just letting the system idle, then while maybe just browsing, and finally while playing Borderlands 3.

Watch the %'s and see if some bottleneck develops. Could be some background app or process in conflict with Borderlands 3.

also when I tried to checked task manager before freezes and restarts itself the task manager window becomes white so I can't see what happened.
I tried other games same issue. I replaced PSU with my friend PSU (crosair rm1000) still same issue.
I don't know about bottleneck could you explain?

All I know now is this issue happended after I quit game and sometimes when it freezes and restarts, it says in a loop.
I'll install a new fresh windows 10 maybe it will solve it.

For example, Borderlands may be filling up memory and not releasing memory that is no longer needed. Memory gets full and some other piece of software fails to get the memory it needs and your computer crashes as a result. The software cannot run without having some available amount of memory.

The problem is that if the computer is shut down, memory should clear.

Try doing as much as you can on the computer without playing Borderland 3. If there are no freezes and restarts then the source of the problem is likely Borderland.
