Question Windows 10 freezes and will not reboot

Hello
So I upgraded my pc few weeks ago. I installed a new motherboard, cpu, ram. Gpu and ssd stayed the same. So the issue started when I was surfing around the internet and suddenly my windows froze. I could only move my mouse but when I moved it windows did the beep sound when its usually overloaded. So i pressed the reboot button on my case and the pc rebooted but it came to suck on the motherboard bios/logo screen. I could not go to bios or to anything. Only way to get my pc working is to power it completely off and switch it back on, then it would boot in with no problem. It has happened 4 times.

So my question is that is there a problem with software side of thing, I have not formatted my pc so mayby some old drivers from old parts are interfering with new drivers or is it all hardware related ?

CPU- Intel(R) Core(TM) i5-8600K
GPU- NVIDIA GeForce GTX 1080 (Inno3D iChill 4x)
MOBO- Gigabyte Z370P D3
RAM- 16GB Corsair Vengeance LPX
PSU- 620W Seasonic s12ii 620 bronze

Try to open the system in safe mode by
Press F8 over and over again.
Instead of the Windows login screen, go to the Advanced Boot Options menu.
Select Safe Mode.
