Question Windows 10 freezes on updating

When I use the the option to update and shutdown with Windows 10 my computer freezes on the blue update screen with the spinning dots when I startup the machine, they just freeze after about a minute, If I reset the machine the update then works but I have to do this every time Windows updates when I use the option to update and shutdown. It seems to work fine when I use update and restart though strangely.
Also if I try and upgrade the AMD Radeon software the system freezes everytime when the installer is detecting hardware and I have to hard reset the computer to get things working again I can't install the Radion software at all because of this. This has been going on for a few months. I have done a clean install of Windows and it has not fixed the problem and startup repair doesn't fix the problem.

Asrock B75 Pro 3m motherboard
Intel i7 3770k cpu
16 GB Corsair Vengeance RAM
Corsair TX 650m psu
Saphire R9 270x gpu

Since I get a problem with freezing on the AMD Radeon installer when it is detecting hardware, could it be the graphics card that is the problem?

Could be.

Check health of your HDD first. Use HDtne health, post screenshot.
Then run some graphics benchmark - unigine heaven/valley.

Can't seem to get Unigine valley to work because msvcp100.dll is missing.
