Windows 10 freezes when booting

My computer doesn't boot properly when I hook up my gfx card. I recently tried swapping it out with a 660ti for testing purposes and then when I tried swapping my 290x back the problem started to occur. When I try to boot up it goes into "preparing to repair" then to "diagnosing PC". When I select my OS the boot hangs and then freezes. My computer does boot properly without the gfx card, using the the integrated graphics.

The 290x is perfectly fine as I have tested it in another computer with a i7 6700k. OS also boots normally with the 290x in the same computer. I have windows 8 on my HDD that I never got rid of and it actually boots fine with the 290x.

So I don't think it's a problem with the SSD or Graphics Card. The motherboard and psu seem to be the culprits but the fact that it works perfectly fine in windows 8 and boots normally into windows 10 with the integrated graphics card seems to suggest otherwise.

I've tried switching PCI-E slots as well and it didn't make a difference as I started to suspect that. I haven't tried updating the BIOS so I might try that but as of right now I have no idea what's going on

raidmax 850w gold psu <--- This may have something to do with it if all other parts check out. Raidmax is a tier 5 or lower PSU. They cut corners in quality that cause them to potentially catch fire.

try using Driver Fusion to remove both AMD and Nvidia drivers. this will remove all but registry entry's.
