windows 10 frequency out of range

after installing windiows 10 from downloading off of net all i get on the screen is the windows strat icon then it goes to frequency out of range I need to short cut key that will boot windows 10 into safe mode I have tried f8 and f4 f4 got me to the boot up screen but did not see anything on there about frequency I am a novice operator I do not have a boot disk as I downloaded windows 10 from the internet and I loaded it without monitoring it as it said it was shutting down and installing . any help would be appreciated

When we are dealing with a frequency out of range notification on your screen, it simply means that your display settings have been tampered with. What sort of display hardware are we dealing with? CRT or smaller display device?

You can try connecting a secondary monitor via an HDMI/VGA cable and then boot into safe mode following these steps since you've stated you managed to install Windows 10.
