I noticed this issue with my performance on Windows 10 Store Games (Sea of Thieves, Halo: MCC) You can name it. I'll run the game and it seems to just run at very low FPS, but one weird thing is when I tab out of the game to use something on my 2nd monitor the game runs smooth, but as soon as I tab back in boom it starts to lag.

AMD Radeon RX 5700 XT Mech OC Edition
32 DDR4 RAM 3200 mhz
Motherboard - MSI B450 TOMAHAWK
Ryzen 5 3600 Processor
1 TB HDD
Crucial M500 SSD
Samsung Evo 970 Pro 1TB M.2 SSD
APEXGAMING 750 W POWER SUPPLY
I check my hardware and everything is in working condition, Steam Games, Origin, Ubisoft etc works perfectly fine. It's only from games I launch from the Xbox Companion App (I got the PC Gamepass) and I've just been trying to play Halo and it's such an unbearable amount of lag.
