Windows 10 glitch

So I'm having this issue that popped up out of nowhere. every time I open a windows program ie. Edge or defender a box pops up highlighting what you would click and just cycles through all the options. I can't click or type because of it

Sounds like a stuck key on your keyboard. Try tapping all your keys. I'd start with the non alphanumeric keys. You know Shift, Ctrl, Del, Pg UP, Pg Down, Function keys, and so forth).

Tried all of the above still nothing. I'm more confused on why it only happens during specific programs as cited above. I can go into chrome and it's perfectly fine. But right now I'm unable to use things like defender, calculator, mail, and edge, just because it's impossible to click.

Perhaps the actuator of a key is completely stuck. You can try unplugging the keyboard and just use the mouse and Windows on-screen keyboard. Just to see if that works.

Also check to see if sticky keys is enabled. Which can be found in the Ease of Access.
