Question Windows 10 goes unresponsive but doesn't freeze ?

English is not my first language so I apologise for any mistyped or grammar errors.
Okay the problem is that my windows goes full unresponsive but doesn't freezes the whole screen. When I open the task manager it shows me the remnants of the process that has been stored in the ram, and CPU displaying the last percentage of usage but with 0% on all process.

And if I close the a certain application that is running before the whole ordeal then it's gone and I cannot reopen the app unless I hard restart the whole computer then it would function normally again.

Clean no malware in sight and i frequently clean my storage

check cpu/gpu temp?
