Windows 10 HIGH CPU USAGE

Hey fellas, I need your help. I have an HP 2000 2b19WM that originally came with 8.1 installed. To be honest, it was really bad with 8.1. We bought two for the household, and both are suffering the same issue. So I upgraded it to win 10(fresh install) and it works fairly decent but both laptops are suffering the same issue. While opening programs or apps, or while browsing the CPU hits 98%-100% and slows the system until the CPU usage comes down. I don't know what is causing the spikes. In an attempt to remedy, I installed 4GB of ram, so now one of the laptops have 8GB ram, but still the cpu spikes. I have followed every windows 10 speed tweaking recipe and still have the issue. The funny thing is that once the CPU usage come down the laptop FLIES. I like to multitask a lot, and will normally have youtube, Netflix, or music streaming in the background while I surf. I have checked the drivers and all seems well. Is this just a glitch in the new OS? I went to best buy and looked at the CPU usage on the floor models. I wanna say every third laptop seemed to have this issue. I have experience the issue with all the major browsers. Edge seems to perform best. Can anyone shed any light on this? Thanks.
