Question Windows 10 hover opening when just passing over icons

Hello, I am working on a PC which is opening programs when I pass over the icons, if I am not speeding along. This happens in a second, literally. I have made sure that the Mouse Accessability mouse hover is unchecked, and the Control Panel mouse click lock is turned off as well. I'm stumped. Ant ideas are appreciated

Also I found something that might actually be useful though: adjusting the pointer speed seems to help they say.

1. Press Windows logo + X keys on the keyboard and select Control panel from the options.
2. Click on view by option located at the top right corner of the window, select Large icons and click on Mouse.
3. Choose Pointer options, find select a pointer speed:
4. Adjust the pointer speed by sliding the sensitivity bar according to your comfort.
5. Close the window and check if the issue is resolved.
