Question windows 10, html 5 browesers (chrome, Edge) video render issue?

i keep getting this weird issue when ever watching online content, i get a black and red box that one side is zoomed on, it happens randomly, i thought at first it was the plugin failing but since it happens on edge and after i reinstall chrome idk, BTW graphics drivers are up to date and i rolled back the driver to 3 different revisions to make sure it wasn't a driver issue

WOW that is strange , never seen that before. How long has this been going on? Any recent hardware changes?

none at all besides a reinstall of windows, oem installer... beginning to think i may need to re install again,
