Windows 10 Infinite Reboot Issue

The computer model is DELL Inspiron 22 Model 3265

The issue is the infinite reboot.
I encountered this issue when I decided to reset my computer.
Then it re-installed Windows 10.
However it was stuck at 64%.
Then it just keep rebooting, from Dell loading, to black screen loading, to 64%. It has been that way for the entire day.
Methods I've tried; after looking for a solution I tried all these methods;
But the issue is these;
I cannot open command prompt with shift + f10.
Safe Mode does not work when pressing f8. It shows the bar loading for safe mode but it does not go into safe mode.
Fn + Windows Key does not work.
Restarting and unplugging computer does not work after 1+ attempts.
Let the computer boot to the Automatic Repair screen; I've tried that method.
But the Automatic Repair Screen does not show.
I cannot go to refresh PC, troubleshoot or anything because no buttons are functioning correctly.
No buttons have any effect when pressed multiple times.
I do not have a recovery cd, or anything.
No flash drive, cd, disk, or anything.
It has been constantly rebooting.

Is it possible to get a refund, I have a warranty for 1 year.
I've only had it for almost 2 months only.
 
Solution
F8 for safe mode doesn't work in Windows 10. Microsoft in their infinity idiocy changed that with win8.

If nothing is working right then you might want to do a factory restore.
