Question Windows 10 Install frozen on spinning dots

I'm trying to boot windows 10 installation from a usb drive. After the bios it will always get stuck on the black screen with the blue windows logo, and the white dots will spin for a second and then freeze.

PC Specs:
3960x threadripper
MSI TRX40 Creator
64GB 3600Mhz
970 evo plus 2tb
RTX 2080Ti

Before the build ran fine with my old ssd with previous windows 10 installation. Now it will refuse to boot into the disk and instead will always boot into the bios.

Now even when attempting a clean install on a brand new ssd (970 evo 2tb) it will always lock up at the spinning dots.

I have swapped out video cards with another 2080ti
Ram has been swapped, rearranged, only 1 stick at a time, and memtest was just ran for the last 15 hrs and has 0 errors and is about to complete it's 3rd pass.

Only thing I can think of at this point is that it might be the board, or a setting in the bios, but that doesn't explain why it would run fine before, and the cmos has been cleared several times.
 
I have gone out and purchased a different motherboard and am still getting stuck at the spinning dots.

Only thing I can think of is it's either the CPU or the PSU, but the CPU should've shown up on memtest, and the power supply is an EVGA SuperNOVA 1300 G2, 80+ GOLD 1300W
