Windows 10 install goes to blue windows logo, then resets

A couple months ago I built a pc, that recently stopped working. I've been trying to reinstall windows 10 with a brand new motherboard, but a problem that I had with my old motherboard is still happening.

The pc will boot up, go past the red and black MSI screen, then go to a screen with just a blue windows logo. No swirly dot spiral. It stays this way for a while then restarts.

Power Supply: Logisys - 575W ATX Power Supply

Logisys - 575W ATX Power Supply ....You need to replace this PSU , they are dangerous to run and might actually be your issue.

Logisys are very very poor quality and fail at very often get something decent to protect your components:

I'm very curious, how could a bad power supply cause the kind of problem I'm seeing?
