windows 10 installation error 0xc0000221

I am currently trying to fix my mates pc, he got a windows error 0xc0000221 when trying to boot his system, so i took the hard drives and connceted them to my pc and formatted them, now when we reinstalled them into his pc he keeps getting that error, he got the official windows 10 version on a usb that we are trying to install on the system but we keep getting error 0xc0000221.
 
If you have compatible hardware and your computer still stops responding, disable any unnecessary hardware. Remove universal serial bus (USB) devices; remove or disable network adapters, sound cards, and serial cards; and then restart the installation.

We have tried using both windows usb program and rufus, we tried 2 diffrend usb's and 2 diffrend versions of windows 10, only diffrence was when we swapped to another version of windows 10 we got the error 0xc0000428 for a while but now we are back to error 0xc0000221 this is really confusing, and after i tried installing windows on his hard drive while it was connected to my pc (i formatted it on my pc throught windows install i got the same error more explained here http://www.tomshardware.co.uk/forum/id-2912387/windows-volume-error-0xc0000221.html)
 
The first version we tried was from microsofts website, so the official home pro version.
we have tried using 2 diffrend kingston usb's with both rufus and windows usb loader
i connected them to my pc and booted from the windows usb, and from there i formated his hard drives.
i didnt scan for errors no.
 
Ok before we continue modify your post, take those torrent links off and specify the website name only. There is a rule about about posting non legal torrents here.
Also scan his hard drives for any errors to be sure before we attempt this again.
Just be to sure was his original installation a genuine installation or not if so does he still have his product key to his windows 7 ?
Reason why I am asking you this, if his product key is legit have him put windows 7 back on activate it and leave it that way for abit.
Microsoft will scan his computer and give him the option to move on to windows 10.
If he has windows 7 home oem or windows 7 pro oem he will be assigned to windows 10 pro/home oem.
If its a retail key he will be given a retail iso provided from MS, your only issue is you will need to install windows yourself.
Provided from the microsoft upgrade tool.

If you do it this way, alot of a problems will be cut out, however even with microsofts provided iso.
If the problem still persist, last resort is try using a different hard drive.
Make sure only the main drive is hooked up the during the installation.
