Windows 10 installation SSD

A friend of mine bought a Samsung 850 EVO 250 GB SSD so I was going to do him the favor of installing Windows 10, but for some reason I can't get Win 10 to boot after the initial installation. I get an error code of 0xC000021A when it tries to boot up. I've tried both MBR and GPT partition styles to see if it made a difference. I've tried doing the Startup Repair. I switched from Native IDE operation mode to SATA. I turned on AHCI. I reset BIOS settings. After a while, I gave up and reinstalled Windows 7(original OS), but even that was acting strange after the installation: random crashing, Windows updates not installing, apps not working/installing.
Any suggestions/thoughts would be appreciated.

Specs: GA-78LMT-USB3 (rev. 6.0)
Samsung 850 EVO 250GB SSD
WD 1TB HDD
AMD FX-6300
Team Vulcan DDR3-1600 4GBx2
Sapphire R9 270X
 

This article might help. It says it has to do with corrupted files.

My first thought was during reinstall, delete the partition and make a new one so the SSD is 100% fresh.
But read all of the tips. They have 5 different methods to try.
