Windows 10 Installation USB Boots, but then goes black/won't load

So I'm trying to install Windows 10 on my brothers new SSD using a bootable USB. I disconnected all other drives except the SSD, and set the USB to be the first boot option. It boots into the USB fine, gets to the Windows Icon with the spinning circles, but then it just goes black.

Things I've tried:

  • ■ Creating the bootable USB with Microsofts Media Creation Tool
    ■ Creating the bootable USB with Rufus and the Windows 10 ISO
    ■ Disabling Fast Boot in the UEFI
    ■ Changed from AHCI to Legacy, even though I don't think this would matter for USB.
    ■Disconnected everything, including mouse and keyboard, just had the monitor plugged in
    ■ Tried both USB 2.0 and 3.0 ports

Motherboard: ASRock Z75 Pro3
CPU: Intel Core i5-3350P Ivy Bridge Quad-Core 3.1GHz
SSD: Samsung 850 EVO 250GB
RAM: G.SKILL Ripjaws X Series 8GB DDR3 2133 MHz

Yeah, I tried a different USB earlier, still no luck.

Unfortunately he didn't buy a disc drive since he didn't think he needed one. I was reading that flashing the bios might help but don't know if he cares enough anymore. He already has W10 on the HDD, so I think he said to forget it and will only use the SSD for games.
