Question Windows 10 is capping my download speed to 10mbps

Hi

I upgraded my PC to Windows 10 and I have noticed that my internet speed wont go beyond 10 mbps.

I KNOW that Windows 10 is responsible because I went and downloaded ubuntu and my speeds are perfectly normal (they match Wifi and other devices in the house).

I've done the basics to fix this, which includes:

1. Updating the Network Drivers
2. Checked the link speed settings on both router and PC (Speed and Duplex set to auto)
3. Set Auto-Tuning to off
4. Reset Network Settings
5. Disable EEE
6. Safe Mode + Networking

Also USB tethering to my mobile is also capped to 10 Mbps.

Please help. Going insane.
