Windows 10 Laggy, Stuttering and High CPU Usage

After I recently installed Nvidia GeForce a month or so ago, it has been working fine. I downloaded it so I could use Shadowplay. I have an I5 6600k overclocked to 4.5Ghz, a Nvidia GTX 1060 6GB, 16GB DDR4 Ram and Windows 10. Recently I have been having INCREDIBLY severe lag issues. When I am idle (no programs open), my CPU usage is at 70-80% in task manager. When I try to play games, or even watch Youtube, my CPU usage is 100%. I have not changed my game settings or installed any other problems so I think it is Windows 10/Nvidia. To solve this I have tried to uninstall all the Nvidia drivers that it installed (after I started getting the problems) and that did not help. Reinstalling them did not help either. I cannot play anything anymore as it is stuttery and laggy. Speedfan shows that everythings temperature is fine so it is not dust clogging my PC up. I have run my antivirus software and the scans show nothing. My 240GB SSD is also 55GB Free so it is not slowing down. Please help! I cannot do anything on this PC otherwise. My friends say that because it is overclocked from 3.5Ghz to 4.5Ghz, this is why my CPU is dead. Would this be true? It's been overclocked always since I got my PC prebuilt at the start of February.

Okay, roughly rounding up about half (8 GB) of RAM is being used by something....

Cannot determine from the image post if all the other apps actually total to anything near 8 GB.

Close as many applications as you can and disable them from startup if necessary.

Watch the Resource Monitor until the displayed parameter remain constant. There will probably be some continual changes but should be minor and even out some.

Then open Rainbow Six and play. Watch what changes in the Resource Monitor.

Then start adding in other applications: Open Google tabs.

The objective is to find some threshold situation that triggers the lagginess, stuttering, and high CPU usage.

Some "perfect storm" of events so to speak. May take some time and...


When it is idle, it uses up 40-70% CPU usage. No program uses up more than 5% and it hasn't been happening before. It isn't due to overheating as I see all the part temperatures are below 40 degrees C.

Solution
Ah! I managed to solve this! I simply did a Windows 10 reset and reinstalled all my programs BUT Nvidia drivers. And so the problem that was causing high CPU Usage + lag was Nvidia GeForce Experience drivers 382.05. Not a clue why. I'll still use shadowplay but not install the drivers!
