Question Windows 10 Laptop not allowing mouse-clicks on the taskbar ?

Interesting situation here, can boot everything normally. But once inside of Windows I can not click the start button, I can click the up arrow on the right side by the clock that shows what apps are up and running BUT I can not click on any of them. I have to use keyboard shortcuts to get Windows Explorer opened, however shortcuts on the desktop I can click and they open no problem. This issue seems 100% related to the Windows taskbar at the bottom of the screen.

• Hard drive passed Seagate SeaTools testing
• All Updates have been installed
• AntiVirus reports no issues (I believe it is Mcaffee)

It's a Dell Laptop - i can post specs when I have it in front of me if that is needed.

What can I do here?
